The parties agree that the Comprehensive Plan adopted by the City is appropriate and necessary for purposes of implementing the provisions and intent of this agreement. The parties understand that the County will need to undergo the required legal procedures for amending the County's Comprehensive Plan in order to bring it into conformity with that portion of the City's Comprehensive Plan which affects the area of City impact.
