§ 31.15 POLICE DEPARTMENT.
   (A)   Generally. The Police Department shall consist of a Chief and as many police officers as the Board of Commissioners shall from time to time determine necessary.

   (B)   Character of police officers. No person shall be appointed as a police officer unless he or she be of good moral character and habits.

   (C)   Special police officers. The Mayor shall have the power and authority from time to time to appoint such special police officers as he or she may think necessary for special purposes.

   (D)   Unlawful police calls. It shall be unlawful for any person to send in a call for a police officer without good reason.

   (E)   Hampering an officer. It shall be unlawful for any person to obstruct, oppose, menace, or seek to intimidate any police officer engaged in the performance of his or her duty.

   (F)   Auxiliary police division.
      (1)   The Police Department of the town may establish an auxiliary police division. The auxiliary police division shall be a volunteer organization, whose members shall serve without compensation, composed of as many members as may from time to time be determined by the Chief of Police and approved by the Town Manager.
      (2)   Auxiliary police, while undergoing official training and while performing duties on behalf of the town pursuant to orders or instructions of the Chief of Police of the town, shall be entitled to benefits under North Carolina Workers Compensation Act and to any fringe benefits for which such volunteer personnel qualify.
