All rules and regulations adopted by the state for the proper construction and erection of all buildings, as provided in G.S. §§ 143-136 et seq., are hereby adopted by reference and incorporated as part of this code of ordinances as fully as if set out at length herein, and shall control general construction the same, except as the same may be amended or modified in this section.
