§ 71.13 CLINGING TO MOVING VEHICLES.
   No person riding upon any bicycle, coaster, sled, rollerskates, skateboards, go-carts, or any toy vehicle shall attach himself or herself or his or her vehicle to any moving vehicle upon any roadway.
