The City Council may order sidewalks, foot pavements, curbs, gutters, or any combination thereof, constructed, reconstructed, or repaired in front of any lot or parcel of land without the formation of a special improvement district, and whenever the City Council shall order any such sidewalk, foot pavement, curb, gutter, or any combination thereof, constructed, reconstructed, or repaired, such order shall be entered upon the minutes of the City Council and shall name the street and give a legal description of the lot or parcel of land along which said sidewalk, foot pavement, curb, gutter, or any combination thereof, is to be constructed, reconstructed, or repaired, according to the “Rules and Regulations Governing Utility Services and Streets for the City of Big Timber, Montana” and “Standards for Public Works Improvements for the City of Big Timber, Montana,” adopted by reference herein and as modified from time to time by the City Council.
