Whoever shall suffer or cause any cellar, vault, drain, pool, privy, or sewer belonging to or controlled by him or her to become, from any cause, nauseous, foul, offensive, or injurious to the public health, or unpleasant and disagreeable to adjacent residents or persons, within the limits of the city, shall be deemed guilty of committing a public nuisance.
