The City Council shall convene and be called to order by the Mayor, or in his or her absence, by the President of the City Council, and in the absence of both the Mayor and the President of the City Council, by the senior Alderman present, at 7:00 p.m. and the City Clerk/Treasurer shall proceed to call the roll and record in the minutes the names of all members present and announce whether or not a quorum is present.
