No parent, guardian, or other person having the legal care and custody of any child coming within the provisions of this subchapter shall allow or permit such child to go or be in or upon any of the city thoroughfares or any other public place in the city after the hours prescribed in § 130.15 unless reasonable necessity can be shown therefor.
