Pursuant to the provisions of state law, no gambling game which is open to participation by members of the general public shall be conducted in the city by anyone, either as owner, lessee, or employee, on premises which have been licensed for the sale of liquor, beer, or wine, without not having first procured and thereafter maintained in full force and effect, a gaming license issued by the City Clerk/Treasurer.
