For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
SECONDHAND DEALER. Any person who engages in the business of buying and selling secondhand goods, wares, or merchandise, of any kind whatever, other than a charitable or nonprofit organization.
