It is the duty of the owners or tenants or his, her, or their agents of any premises within the city to keep the trees and plants upon the city rights-of-way or boulevards adjoining his, her, or their premises in a good and safe condition and remove any trees or plants, or parts thereof, which are hazardous or in danger of falling.
