The purpose and duties of any appointed citizens' advisory board shall be to:
(1) Promote understanding, harmony and communication among all sectors of the community, the police department and the ambulance service;
(2) Receive sworn complaints from the citizens of the community who have exhausted the appellate process. Sworn complaints must be received by the citizen's advisory board within three months of the date the alleged act occurred;
(3) Hear complaints of a first resort when, in the opinion of the chairperson, vice-chairperson and secretary, a hearing would be in the best interest of the complaining party, the ambulance service and the police department;
(4) Hear testimony from all civilian, law enforcement parties, ambulance employees, city employees and city officials having relevant information concerning the complaint;
(5) Prepare and submit a report to the mayor, city council, city manager, city attorney, chief of police, or fire chief as applicable, and the complaining party.
