Sec. 2-284. City council may appoint a citizens' advisory board.
   In the event that either of the following circumstances exist and a citizen of the city files a written request with the city secretary for a hearing concerning such matter, then the city council shall, within 20 days of receipt of such written request, appoint a citizen's advisory board to conduct a hearing in accordance with this division:
      (1)   A citizen has a complaint against the city police department or a city police officer and the complaint remains unresolved after exhausting the departmental complaint process within the police department or the citizen has reasons deemed sufficient by the city council to circumvent the departmental process; or
      (2)   A citizen has a complaint concerning the emergency ambulance service, has filed a written complaint with the city manager and such complaint remains unresolved after exhausting the complaint process.
