Target: Achieve a minimal use of 35 percent reduction in total water use. The water utility will implement Stage IV when any one of the selected triggers is reached:
(1) Supply-based triggers. Notification is received from CRMWD requesting initiation of drought Stage IV.
(2) Demand- or capacity- based triggers.
a. Water levels are low enough in the distribution storage reservoirs to hinder adequate fire protection; or
b. Water demand as percent of system capacity equals 95 percent (11.4 mgd based on 12 mgd safe capacity) on a single day; or
c. Water supply system is unable to deliver water due to the failure or damage of major water system components, supply source becomes contaminated, power outage, grid failure, natural disaster, or extreme weather event.
(3) Requirements for termination. Stage IV of the DCP may be rescinded when all of the conditions listed as triggering events have ceased to exist for a period of four consecutive days. Upon termination of Stage IV, Stage III becomes operative.
(4) City measures.
a. The city shall visually inspect lines and repair leaks on a daily basis.
b. Reduce or discontinue flushing of water mains.
c. Begin water rationing if needed.
(5) Mandatory water use restrictions (retail customers/public). TCEQ NOTIFICATION REQUIRED.
a. All requirements of Stage III shall remain in effect during Stage IV except:
1. Irrigation of landscaped areas shall be prohibited.
2. Washing of any motor vehicle, motorbike, boat, trailer, airplane or other vehicle shall be prohibited.
3. The watering of golf course tees, fairways or greens is prohibited unless the golf course utilizes a water source other than potable water provided by the city.
4. The filling, refilling or adding water to swimming pools, wading pools and Jacuzzi-type pools shall be prohibited.
5. The use of water for construction purposes from designated fire hydrants under special permit is to be discontinued.
(6) Mandatory water use restrictions (wholesale customers). TCEQ NOTIFICATION REQUIRED.
a. The city will assess the severity of the problem and identify the actions needed and time required to solve the problem.
b. The city will inform the utility director or other responsible official of each wholesale water customer by telephone or in person and suggest actions, as appropriate, to alleviate problems (e.g., notification of the public to reduce water use until service is restored).
c. If appropriate, the city will notify county and/or state emergency response officials for assistance.
d. Undertake necessary actions, including repairs and/or cleanup as needed.
e. Prepare a post-event assessment report on the incident and critique of emergency response procedures and actions.
