No statement contained in this article shall be construed as preventing any agreement or arrangements between the city and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the city for treatment, subject to payment therefore by the industrial concern for any portion of the excess cost to the city of handling and treating such industrial wastes. In the event the city agrees to accept and treat industrial waste of unusual strength or character, the charges for such treatment shall be determined.
