Sec. 50-120. Wastewater discharges.
   It shall be unlawful to discharge without a city permit to any natural outlet within the city, or in any area under the jurisdiction of the city, and/or to the POTW any wastewater except as authorized by the superintendent an accordance with the provisions of this article.
