In the event any user or consumer of the city's utilities contacts the city and requests that their water be turned off for repairs, etc., the following fee schedule will apply:
(1) A fee of $7.50 shall be charged for turn-off or turn-on during normal work hours.
(2) A fee of $11.25 shall be charged for turn-on or turn-off during periods other than normal work hours.
