The city, acting through the plumbing inspector or other authorized officers, shall have the power to stop and prevent from discharging into the wastewater system any private sewer or drain through which substances are discharged which are liable to injure the wastewater or obstruct the flow of the sewage, or interfere with the operation of the disposal plant.
