No person shall injure, break or remove any section of any manhole, lamp hole, flush tank, catch basin, or any part of the city's wastewater system, or throw or deposit or cause to be deposited or thrown in any wastewater system any garbage, offal, dead animals, vegetables, parings, ashes, cinders, rags or other matter or thing whatsoever, except feces, urine, and the necessary waste toilet paper, liquid, house and mill slops.
