No open gutter, cesspool or privy vault shall be connected with any sewer or drain and it shall be unlawful for any person to make or have made any connection with the wastewater system of the city that will permit any surface or drain water from the ground or roof of houses, or the overflowing of cisterns or cesspools, to enter any wastewater system, directly or indirectly.
