Every owner of a building, or part thereof, occupied by people for any purpose and location within the city limits and within 200 feet of a public wastewater line, shall be connected with such line. The work done in connection therewith, and all materials used, shall comply strictly with the requirements of this article and the city plumbing code. It shall be unlawful for the owner or occupant of any building where people reside or are regularly employed within 200 feet of the wastewater system as provided by this section, to fail to have said building connected with the city wastewater system. It shall likewise be unlawful for any person to throw, or allow to be thrown or deposited upon the surface of the ground, or in any hole in or under the surface of the ground where such premises are within the distance herein prescribed to be connected with the wastewater system, any water which has been used for domestic or manufacturing purposes, any liquid or solid filth, feces, or urine.
