Every hydrant placed by the water department for the purpose of extinguishing fires is hereby declared to be a public hydrant, and no person other than members of the fire department and those authorized by the city manager shall open such hydrant or draw, or attempt to draw, from the same any water or in any manner interfere with such a hydrant.
