No person shall solicit in any manner, directly or indirectly on the public roadways of the city, tow company business involving a vehicle wrecked on said roadways. This prohibition applies regardless of whether the solicitation is for the business of towing, repairing, wrecking, towing, trading, selling, or purchasing said wrecked vehicle. The presence of a tow truck at the scene of a collision or arrest or abandoned vehicle when such tow truck was not called by the city or a party to the collision or arrest, shall be prima facie proof of violation of this section.
