(a) All tow trucks shall be equipped with a dolly, winch, cable line, booster brakes, axe, tow bar, spare chains, blinker lights, emergency lights, working light(s), broom, shovel, reflectors or traffic cones, wheel chocks, trash container, hydraulic jack, fire extinguisher (A.B.C. Type and five-lb. minimum required), backing warning signal, in addition to the other standard equipment on tow trucks.
(b) All tow truck equipment must be maintained in working order at all times.
(c) Each tow company truck driver on the police rotation list responding to police requested tows shall have a way to communicate either by radio or cellular phone with police communications during their on-call rotation.
(d) Tow truck drivers may only activate blue or red emergency lights while working in conjunction with law enforcement. Responding to a call with emergency lights activated will be deemed grounds for suspension of city permit.
(e) The permit holder must own or lease the types of tow trucks and equipment required to safely conduct tows in accordance with the provisions of Chapter 2308 of the Texas Occupations Code.
(f) A towing company that wishes to enter into a rotation contract with the city shall own or lease, at least one at minimum, two medium duty tow trucks and may also own or lease (1) a heavy duty tow truck available at all times while on rotation call to transport vehicles in a manner that will not damage the vehicles.
(1) Medium duty tow truck mounted on a minimum one-ton capacity chassis and capable of towing motor vehicles with a gross weight rating of more than 10,000 pounds, but less than 25,000 pounds. Must have a boom and winch rated at not less than 8,000-pound lift capacity and a wheel lift device rated at not less than 4,500 pounds.
(2) Heavy duty tandem axle tow truck mounted on a minimum 2½ ton capacity chassis and capable of towing motor vehicles with a gross weight rating that exceeds 25,000 pounds and equipped with a minimum of a 12,000-pound wheel lift under reach, a minimum of two 20,000-pound winches, and a boom rated at not less than a 25-ton capacity.
(g) Each tow truck shall have the name, city and state of the city permit holder, as shown on its permit, on each side of the tow truck. The name, city, state and telephone number of the towing company shall appear in letters at least two inches high, which are permanently affixed, legible and on a contrasting background. Magnetic or other forms of removable signs shall not comply with this requirement.
