If the city does not have a current contract with a tow company to perform all non-consent tows pursuant to section 48-190, the police department shall maintain a tow company rotation list for use when non-consent tows are necessary. The list shall contain the name and address of each tow company that has been issued a tow rotation permit by the police department. Each tow company on the list will be utilized as the "on call" tow company for rotating periods of two weeks. Each tow company on the list is responsible for keeping contact information up to date.
