(a) The city manager, as authorized from time to time by the city council, may designate the location of freight curb loading zones and the hours during which such zones are to be used for such purpose. When such designations are made, the city manager shall place and maintain appropriate signs indicating such zones and the hours during which they are to be used for such purpose.
(b) No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious unloading and delivery or pick-up and loading of materials in any place marked as a curb loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed 30 minutes.
