Whenever any motor vehicle without driver or operator is found parked or stopped in violation of any of the restrictions imposed by this article or other ordinance of the city, the officer finding such vehicle may take its registration number, and any other information displayed on the vehicle which may identify its user, and conspicuously affix to such vehicle a notice in writing, on a form provided by the city, for the driver or operator to answer to the charge against him, within ten days after the issuance of the notice, at the corporation court of the city. All such notices shall be serially numbered.
