No owner or operator of any vehicle shall cause or permit a vehicle to stop, stand or be parked in violation of any of the provisions of this article. There shall be a rebuttable presumption that the registered owner of a vehicle is the person who stopped, stood or parked the vehicle at the time of the offense. Each day the violation occurs or continues shall constitute a separate offense.
