The city manager shall be responsible to the city council for the enforcement of all traffic ordinances and regulations, and shall recommend to the city council, for its approval, ways and means to improve traffic conditions. He shall have authority to make regulations necessary to make effective the provisions of the traffic ordinances of the city and to make effective and enforce temporary regulations covering emergency or special conditions.
