Sec. 48-19. Racing and exhibition of acceleration.
   (a)   Definitions. The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
      Exhibition of acceleration means the acceleration of a motor vehicle whether originally stopped, or moving in such a manner as to cause a tire on the vehicle to excessively spin or lose traction, to cause the driving wheels to create a loud noise, or to cause the rear portion of the vehicle to sway or swing from side to side.
      Race means the use of one or more motor vehicles to move rapidly ahead of other vehicles, to attempt to outgain or outdistance another vehicle or to attempt to prevent another vehicle from passing.
   (b)   Prohibited action. It shall be unlawful for an operator of a motor vehicle to engage in a race or exhibition of acceleration, as defined in subsection (a) of this section, upon any alley, street or highway in the city.
