Sec. 48-9. General speed limit.
   Except when a special hazard exists that requires lower speeds, the limits specified in this chapter shall be lawful, but the speed in excess of the limits specified in this chapter shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
