Sec. 48-8. Jake brakes prohibited.
   (a)   It shall be unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the city limits of the city, any engine brake, compression brake or mechanical exhaust device designed to aid in the braking or deceleration of any vehicle that results in excessive, loud, unusual, or explosive noise from such vehicle.
   (b)   The following words, terms and phrases, when used in this section, shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
      Compressed release type braking system means any devices equipped on certain types of commercial vehicles, including, but not limited to, tractors, semi-trucks, motor carries and buses that utilizes engine compression release or engine retarders as a means of slowing or braking the speed of the vehicle in lieu of applying to clutch or brakes.
      Emergency situation means one in which there is imminent danger of collision with property, persons or animals.
