It shall be unlawful for any person to conduct or participate in any assemblage, parade or procession, other than a funeral procession, upon any street except upon a permit issued by the police officer in charge of traffic under the supervision of the chief of police. Application for such permits shall be obtained from the chief of police not less than 12 hours before the time for such assemblage, parade or procession. Such a permit shall be issued upon as showing that public safety will not be endangered thereby. Such permit or an order accompanying it shall designate the place of gathering or formation and of travel, and the streets or portions of streets, which may be used or occupied therein.
