The city manager is hereby authorized to establish zones of quiet at places where a person is seriously ill, if requested so to do by the written statement of at least one registered physician certifying to the necessity thereof. Whenever authorized signs are erected indicating a zone of quiet, no person operating a motor vehicle shall sound the horn or other warning device of such vehicle except in an emergency.
