The building official is hereby authorized, empowered and instructed to designate a number for each building situated on the streets, avenues, boulevards and terraces of the city in conformity with this article and is hereby directed to keep an accurate record in his office of all such numbers. He shall, upon application of any resident of the city, advise such applicant of the number given to any particular house or building.
