The rights, credits and benefits herein above authorized in sections 2-115 through 2-117 shall be in addition to the plan provisions heretofore adopted and in force at the effective date of the ordinance from which said sections are derived, pursuant to Texas Government Code title 8, subtitle G (Texas Government Code ch. 851 et seq.).
