Upon the abandoning and vacating of any street, alley or easement, the city shall have the right, if it so desires, to retain a utility easement within the street, alley or easement abandoned; provided, however, if the city elects to retain said utility easement, then the administrative charges for abandoning said street, alley or easement shall be only one-half of the amount prescribed in section 46-40.
