No street, alley or easement shall be abandoned and vacated unless it is in the public interest to do so and the signed written consent and release provided in section 46-41 is attached to the application and all requirements of this article and all other applicable ordinances and laws are satisfied. Whenever a street, alley or easement is abandoned, the abandoned property shall revert in equal proportion to the abutting landowners.
