Sec. 44-43. No credit for vacancy of premises.
   No credit will be given on the MSW service charges fixed by this article to any owner, occupant or lessee of any residence or place of business for vacancy thereof, unless the city is notified in writing at least ten days in advance to discontinue water, wastewater and MSW service to said premises.
