Sec. 2-89. Military leave of absence.
   All officers and employees of the city who are members of the National Guard or official militia of the state, or members of any of the reserve components of the armed forces of the United States, shall be entitled to leave of absence from their respective duties without loss of time or efficiency rating on all days during which they are engaged in field or coast defense training ordered or authorized by proper authority, or in any parade or encampment ordered or authorized by proper authority to duty with troops or field exercises, or for instruction, not to exceed 15 days in any one calendar year. The city secretary shall pay to the officer or employee the difference between his pay and allowances when on active duty, as certified by such officer or employee, and his salary from the city when the latter is greater, and when certified by the city manager.
