It is hereby made the duty of the code enforcement department, to make regular inspection trips to determine if containers of the kind required by this chapter have been obtained by the persons required to use the same under this chapter. The code enforcement department is further authorized to file a complaint against any person violating any provisions of this chapter in order that said person may be prosecuted therefor.
