(a) The city manager shall appoint the director of finance and may remove him or her at will.
(b) Pursuant to its authority under the Charter of the City of Big Spring, Article VI, Section 12, city council hereby reassigns those duties listed in subsection (c) from the city secretary to the director of finance.
(c) The director of finance is assigned the following duties: that of the general accountant of the city and keeping regular accounts of the receipts and disbursements of the city; showing under proper heads each cause of receipt or disbursement; keeping a register of bonds and other evidences of indebtedness issued by the city, of all evidences of indebtedness due and payable to the city, noting the particulars thereof; and examining all claims and accounts filed against the city and noting approval of such as are found correct and disapproval of others.
(d) The director of finance shall have the duties of the city treasurer.
(e) The director of finance shall have other duties as the city manager may direct.
(f) The duty to countersign all warrants drawing money upon city accounts shall remain that of the city secretary.
