(a) The regular meetings of the city council are held at 5:30 p.m. on the second and fourth Tuesdays of each month. The agenda of regular meetings shall be posted at least 72 hours in advance.
(b) An emergency meeting may be announced two hours previous to such a meeting.
(c) An emergency or special meeting shall be called by any of the following: the mayor; three council members; the city secretary; or the city manager.
(d) A special meeting shall be publicly announced pursuant to the 72-hour advance notification procedure.
(e) Posting agendas shall follow the requirements of the Texas Open Meetings Act, codified as Government Code Chapter 551, the Charter, and Ordinances.
