Sec. 38-38. Use or possession of illegal smoking paraphernalia.
   It shall be unlawful for any person to have in their possession within the corporate limits of the city, any illegal smoking paraphernalia with the intent to use it to ingest, inhale or otherwise introduce into the human body, illegal smoking material.
