Sec. 36-64. Closing infested structures or premises.
   When the code enforcement department shall find any building, structure, or premises so heavily infested with rats as to result in a present menace to public health, it shall have the authority to close the same to any occupant or use, until rats have been eradicated, or while rats are being eradicated.
