Any person who fails or refuse to comply with any provision of this article shall be guilty of a misdemeanor and, upon conviction, shall be subject to a minimum fine of $100.00 excluding court costs . Each item of secondhand goods involved and each day that such violation occurs shall constitute a separate offense.
