No emergency ambulance service operator's permit shall be issued unless the applicant states, in writing, that he is willing and able to provide emergency ambulance service on a continuous 24-hour basis. In addition, the applicant for an emergency ambulance service permit shall furnish proof to the city council of his intent and ability to provide continuous 24-hour emergency ambulance service. Failure to provide such continuous emergency service shall constitute grounds for denial, revocation or suspension of the emergency ambulance service operator's permit.
