Sec. 20-73. Engaging an expert to assist inspector on permit applications.
   The chief building inspector is authorized to engage a person qualified in petroleum engineering, petroleum geology, or the oil industry as necessary to determine whether to issue or deny a permit and to assist the chief building inspector in the writing of a permit. When funds are sufficient, payment for such services is to be made from the permit fees received hereunder.
