At all times during the drilling process until the well is abandoned and plugged or complete as a producer and enclosed with a fence as herein provided, the permittee shall keep a watchman on duty on the premises; provided, however, it shall not be necessary to keep a watchman on duty on the premises when other workmen of the permittee are on such premises.
