(a) All of the operation at the drill site shall be conducted in a careful and orderly manner, and the premises shall at all times be maintained in a neat, clean and orderly manner.
(b) All firefighting equipment, as required and approved by federal statutes, shall be installed and maintained on the drill site at all times during drilling operations. In addition, each drill site shall, during drilling operations, be equipped with two 150 pound dry chemical fire extinguishers equipped with sheels and also equipped with 50 feet of hose on each unit.
